Probably an accumulation of default categories

Rearrange this for functionality,s o your categories read such things as "word processors," "communications," "drawing," etc., and put like programs together. You can arrange the start menus any way you like.

An easy way to rearrange it is to use Windows Explorer. Open two panes, one for moving things "from" and one for moving things "to." This makes it a snap to manage the files. You might find it easier still, if you use the "arrange horizontally" feature. Right mouse click on the taskbar to see this option appear.
